The Gambian youngster has recently returned on a three months emergency loan with Non League side Kettering Town but was restricted from playing in Cup competitions by Torquay in his time with the Poppies.
But the Gulls will be without cup-tied striker Chris Zebroski, with Elliot Benyon or Tim Sills in line to replace him.
Central defender Chris Robertson and midfielder Nicky Wroe are suspended, with Mark Ellis and Chris Hargreaves likely to come in for them.
Brighton defender Adam El-Abd is likely to miss out with a foot injury, but James Tunnicliffe is available again after recovering from injury.
Andrew Crofts and Liam Dickinson return from suspension for the Seagulls.
Torquay United manager Paul Buckle told BBC Radio Devon: "The tradition of the FA Cup says everything about the competition, upsets all the time, big draws for smaller clubs, there’s money to be made and players get the opportunity to test themselves against better players.
"The Cup’s been very kind to us over the past two or three seasons and we’re trying our best now to go on another good run.
"We’re in good form and we know that with a good crowd behind us at Plainmoor it can be difficult for teams.
"On the day, if we get it right our end, I’m sure we can give them a run for their money."
